...Efforts to revamp the Interstate Stream Commission have been percolating for
years, and the latest attempt comes as a new governor takes office amid a
persistent drought and a high-stakes battle with Texas over management of the
Rio Grande. Supporters of the legislation are looking to remove politics
from the process in hopes of seating a more diverse and experienced commission
in preparation for an uncertain water future. "The thinking behind
this bill was to broaden the makeup of the commission," said Senate
Majority Leader Peter Wirth of Santa Fe. "You could have different
viewpoints for that water policy piece and balance out the appointments so you
don't have these potential wild swings in policy depending on the philosophy of
the governor."

It calls for a 50-year water plan that would address climate change, investments in new technologies, expanded conservation efforts and improvements for water equity and quality. “We must be better prepared for the unexpected and make sure we have the resilience to prepare for our new normal,” the document says, citing the likelihood of water scarcity and increasing forest fires, as well as the need to balance growing industries, such as agriculture and oil and gas.

Paul Hay
Paul D. Hay passed away shortly after his 86th birthday. Born in
Mangum, Oklahoma, to Dorris A. Hay and Lucille Medearis Hay. He is
survived by his wife of 62 years, Ila Jean, and three children, Paula
(husband Craig Gibson), Kenneth (wife Kelly), and Donna (husband Ron
McElroy), and six grandchildren, Ian Gibson, Hayley Smith, Allyson McElroy, Bryce McElroy, Kirstyn McElroy, and Derek Hay, his brother Joe Hay, and aunt, Marie Robertson.
Paul was a blessing to all who knew him, with a positive attitude, contagious smile and always offering an encouraging word. He enjoyed riding his ATV with his many friends from the Green Creosote gang, playing cribbage and dominoes, and growing his garden.
Paul graduated from Oklahoma Agriculture and Mechanical College in Stillwater, Oklahoma, served as a Captain in the Army, and began his career as a County Extension Agent in Eddy Co., NM. He and his family later moved to Las Cruces where he retired from NMSU Agriculture Extension Dept. after 31 years.
Paul was a caring and devoted husband, father, grandfather, great-grandfather, and friend, who enriched so many lives. We mourn his passing, but know he has gone to be with the Lord in Heaven.
A visitation will be held on Friday, January 11th, 2019 from 9:00 am to 10:00 am at La Paz-Graham's Funeral Home with a funeral service beginning at 10:00 am, burial will follow to Hillcrest Memorial Gardens Cemetery.

On-farm water conservation, irrigation efficiency workshop set for Feb. 2 at NMSU

Efficient management of limited water resources is a necessary way of life in New Mexico. Due to ongoing water scarcity, nowhere are such efficiencies more important than on the farm. The College of Engineering at New Mexico State University, in partnership with the Elephant Butte Irrigation District, will host a workshop Feb. 2 for farmers, civil engineers and others interested in improving irrigation and on-farm water management practices.
The full-day workshop will cover numerous topics to include irrigation efficiency basics and technology, irrigation requirements and timing basics, irrigation scheduling tools, potential ditch improvements, the basics of measuring water flow, and pump and well efficiencies, as well as provide an update on the condition of our Rincon and Mesilla Bolson aquifers. Attendees will also learn more about the available tools for ordering water from EBID and hear a forecast for this coming season’s surface-water supply. The workshop is appropriate for new and experienced farmers, agronomists and engineers.
