...A possible road map for how the state engineer might implement Lujan Grisham’s vision is a nine-page document her campaign released in October. It calls for a 50-year water plan that would address climate change, investments in new technologies, expanded conservation efforts and improvements for water equity and quality.  “We must be better prepared for the unexpected and make sure we have the resilience to prepare for our new normal,” the document says, citing the likelihood of water scarcity and increasing forest fires, as well as the need to balance growing industries, such as agriculture and oil and gas.
